What he did to Diego Sanchez at UFC 107 should be considered criminal! I can not recall a fight that was so one-sided. With that being said, the only person who will take that belt off of Penn's waist is Penn himself. It looks like he will once again test himself as a welterweight His goal is to earn another shot at GSP, notice I said earn. UFC President Dana White has stated that Penn will have to defeat a couple of top welterweight contenders in order to gain a third fight with GSP.If he decides to make the jump, the UFC will have no choice but to make him relinquish his lightweight title.. Kenny Florian to me is the Rich Franklin of the lightweight division. Unable to defeat the dominating champion, but better than the rest of the contenders. 
If Penn does in fact relinquish his title, Florian will have to be considered for a shot at the championship.I realize he has failed in two previous attempts, but that does not discount all that he has accomplished in the division. His performance against the always tough, Clay Guida, showed how hard he is willing to work to fill in the holes in his game.He will rematch either Sean Sherk or Sanchez at some point this year. As long as he is victorious against either man, I can see him taking on Grey Maynard for the vacated title, maybe at the end of the summer.
